Current-affairs note prepared from official sources consulted on October 25, 2026. This is general information: confirm your case with your accountant before acting.

Editorial review: October 25, 2026

In Chile, the SII published Circulars 39, 40 and 41 in October with the November UTM ($72.440), the daily UF and the table of adjustments and penalties. In Argentina, ARCA's RG 5893/2026 extends mandatory electronic invoicing from November 1, 2026.

October brought little regulatory noise in Chile and one concrete date in Argentina: on November 1, the expansion of mandatory electronic invoicing takes effect. This note summarizes only what we could verify in official sources as of October 25, 2026, with each rule's number, date and effective date. It does not replace your accountant's review.

Chile: three October circulars that set up the month-end close

In October the SII published the circulars with the values SMEs use to calculate taxes, payments and late charges during November. They do not change the underlying rules, but they do change the amounts used when filing. You can see the full list in the SII 2026 circulars index.

Circular No. 39: November UTM and second-category single tax tables

What changed: the Circular No. 39, dated October 13, 2026, sets the November 2026 UTM at $72.440 (the UTA stays at $869.280). In October the UTM was $72.151. The circular also includes the November second-category single tax tables and the September CPI change (0.4% monthly).

Who is affected: companies with employees who withhold single tax on salaries, and anyone who calculates penalties or caps expressed in UTM.

Effective: for the month of November 2026.

What to do this week: update the UTM value in your payroll system before preparing the November payslips.

Circular No. 40: UF value from October 10 to November 9

What changed: the Circular No. 40, dated October 13, 2026, publishes the daily UF table for the period from October 10 to November 9. For example, on November 1 the UF is $41.252,94 and on November 9 it is $41.295,46.

Who is affected: anyone with contracts, leases or loans agreed in UF, and the money-lending transactions referred to in article 41 bis of the Income Tax Law.

What to do this week: review the November invoices issued in pesos from UF-denominated contracts and confirm that your system uses the correct value for each day.

Circular No. 41: table of adjustments and penalties for November payments

What changed: the Circular No. 41, dated October 15, 2026, provides the table for calculating adjustments and penalties under articles 53 and 97 of the Tax Code on taxes assessed and paid in November. For a tax due in November, the table adjustment is 0.0%; for one that fell due in October, it is 0.4%.

Who is affected: anyone who pays taxes late or regularizes overdue returns.

What to do this week: if you have an F29 or a late payment, calculate the surcharge with the circular's table and not with an estimate.

Regarding the November F29 due dates: ChileAtiende refers to the SII tax calendar and does not set the day on its page, so confirm them there or with your accountant before scheduling the payment.

Argentina: electronic invoicing becomes mandatory for more monotributo taxpayers from November 1

ARCA General Resolution 5893/2026

What changed: the ARCA General Resolution 5893/2026, signed on August 27 and published in the Official Gazette on August 31, 2026, amends General Resolutions 100, 4290, 4291 and 5866. Obligated taxpayers must now issue original electronic receipts or use a fiscal controller to support all their domestic-market transactions: registered taxpayers, VAT-exempt and non-VAT taxpayers, and those in the Simplified Regime (monotributo). Those who were the last allowed to use printed receipt books, small taxpayers of the Social Inclusion and Independent Work Promotion Regime and those registered in the National Registry of Local Development and Social Economy Agents, are now included.

Details that matter to an SME:

  • Obligated taxpayers can choose between electronic receipts, a fiscal controller or both, without notifying ARCA beforehand.
  • Only electronic receipts must be issued by SMEs operating under the MiPyMEs Electronic Credit Invoice, non-VAT taxpayers and those listed in Annex II of RG 4291.
  • If a monotributo taxpayer has no point of sale enabled for electronic invoicing, ARCA enables one automatically with the "Factura en línea - Monotributo" option and the declared tax address. Other points of sale are managed in "Administración de Puntos de Venta y Domicilios".
  • Printed receipt books remain only as an exceptional method in case of contingencies.

Effective: the rule takes effect on November 1, 2026. For non-VAT taxpayers, the obligation to issue electronic receipts applies from March 1, 2027, and until then they remain under the RG 100 regime.

What to do this week:

  1. If you are a monotributo taxpayer in the social inclusion regime or a registered local development agent, log in to ARCA and check that you have a point of sale enabled before November 1.
  2. If you have clients or suppliers in those categories, ask them for electronic receipts from November: a printed receipt book should no longer be your usual backup.
  3. If you invoice under the MiPyME regime, nothing changes for you, but it is worth checking that your system issues online.

What to review with your accountant before month-end

  • That the payroll system uses the November UTM ($72.440) in Chile.
  • That the November UF invoices take the daily value from Circular No. 40.
  • If you have overdue tax payments in Chile, the calculation using the table in Circular No. 41.
  • The exact November due dates in both countries, to be confirmed in the SII calendar and the ARCA calendar.
  • In Argentina, the electronic point of sale and the issuing method that applies to you from November 1.
  • If you operate in both countries, which receipts you must issue in each and how they are recorded.
